Somebody had previously submitted a discussion of this page. I think that the authors of the page have made appropriate responses to the issues raised in discussion and I did not see evidence of the problems which the previous discussant had identified remaining in the article.

I think that the article as it is now presented provides a good balance and sites appropriate sources both for citation and has primary references.

The article has an appropriate balance of content and time and.

I think the article is ready to present to public review.

Previous Review Comments:

Confusion is introduced by the heading "Federation of Systems (FOS)" and the use of the abbreviation "FOS" repeatedly in the next section, headed "Families of Systems".  Certainly both these terms can logically be abbreviated as "FOS", but it's confusing.

Under Families of Systems the use of an anti-submarine warfare family consisting of submarines, surface ships, aircraft, etc., leaves me puzzled.  A very frequently used example of a "system of systems" is a Naval task force, which this is.  I think what's at play here is that these terms, (SOS, FedofSys and FamofSys) are very much overlapping and difficult to distinguish between.  I think we have at least one more distinction here than is needed.  However, the author of this section is referring to the body of literature and not giving his own opinion.  The fact remains that this section, especially the Federated and Family of Systems parts, will be confusing to most readers.

In the last paragraph under Federation of Systems, I don't see the point of the first sentence.  Dove's statement that enterprises must be agile and robust doesn't seem to be on the topic of this section.  I'd recommend deleting the sentence and the Dove citation as well. - DONE 8/17/2011
