This section really needs to make a compelling case for using SE for certain classes of problems and how to steer SE to deliver value - this neds to be a closed loop feedback system, simply applying the SE process may be necessary but is certainly not sufficient. I have a simple SE value proposiaiton slide that I now use quite a lot, which i might be able to release.
