Systems engineering activities are sometimes performed by individuals but are more often performed by teams that include systems engineers, component engineers, and other kinds of specialists. The primary role of systems engineers is to ensure that all elements of a project contribute to an optimal solution within the technical and managerial constraints imposed on the project. Systems engineers also coordinate the technical aspects of multiple projects that comprise a program. In addition, systems engineers contribute to development and sustainment of enterprise systems and the delivery of services.

This section of the SEBoK Guide is concerned with enabling teams, projects, and programs to perform systems engineering. Topics addressed include organizing to perform systems engineering, determining needed capabilities, and developing and improving the capabilities of teams, projects, and programs. The primary emphasis of this section is on systems engineering of products; however, variations that occur when systems engineering is applied to enterprises and services are also addressed.
