A system that complements a system-of-interest during its life cycle stages, but does not necessarily contribute directly to its function during its operation stage.

Discussion

An enabling system may support a System of Interest at any stage of its life. This may include direct maintainence and support systems, test, installation or training systems or project organization enabling systems such as project teams or information resources. See Enabling Systems Engineering.
